Law by Table of Contents

According to Hank Adler’s article (http://townhall.com/columnists/hankadler/2014/04/15/tax-refund-siezure-n1824600), It seems that our government has sank even lower. Apparently the IRS is using a reference in the table of contents of the law, to collect debts from the children of parents who may have been over paid by the state. 

The problem is, if you read the law, (https://www.govtrack.us/congress/bills/110/hr2419), there is no such section and no such provision of the law. If this is how we’re passing laws now,can I just have my congressman insert anything I want into a table of contents and declare it law? Perhaps a reference to abolishing the IRS? Maybe reference to banning abortions after 20 weeks?

 

Of course the idea of deciding law by table of contents is ludicrous, regardless of who benefits! What depths will the ever growing Leviathan not sink to?
